New regulations that will affect composting have been issued by the State Water Resources Control Board (SWRCB), Cal Recycle, and some Air Quality Management Districts. CAFF has joined with a number of other organizations to try to harmonize these regulations and make them feasible for on-farm and small-scale commercial composting.
CAFF commissioned a report from a group of students at the Goldman School of Public Policy at UC Berkeley, which addressed all of the concerns about composting in California.

CAFF is recommending that the agricultural exemption be expanded so that farmers would only need to notify their local enforcement agency and would not need a permit.
